District-Level Implementation
The scheme allows witnesses to request protection through a Competent Authority established in each district. This authority is headed by a District and Sessions Judge and includes the Head of Prosecution, an officer appointed by the District Magistrate, and the District Police Head. Witnesses are categorized into three groups—A, B, and C—based on the perceived level of threat.
Comprehensive Protection Measures
Protection measures include recorded trials, security installations at witnesses’ residences, and possibly temporary relocation. A State Witness Protection Authority will manage a special fund dedicated to these protection efforts, ensuring adequate resources are available to safeguard witnesses.
Changes in Transportation Fines
Additionally, the Assam Cabinet has revised transportation regulations. To ease financial burdens, fines for riding a two-wheeler without proper documentation have been abolished, though helmet laws remain in force. Conversely, three-wheeled vehicles will receive up to four warnings before fines are imposed for regulatory breaches.
