Strategic Importance of the Agreement
This MoI is a landmark in India-Japan defence relations, marking the first export of Japanese defence technology to India. It builds on the 2015 bilateral agreement on defence equipment and technology transfer, aimed at deepening military collaboration between the two nations.
The UNICORN Mast
The UNICORN mast integrates advanced communication systems to boost the stealth performance of naval platforms. Bharat Electronics Limited (BEL) in India will co-develop this technology with Japanese partners, advancing India’s naval modernisation efforts.
Past Defence Negotiations
India and Japan have previously explored military hardware collaborations, such as amphibious planes for the Indian Navy. However, these discussions faced challenges due to high costs and shifting priorities.
Recent Developments
The MoI was signed in Tokyo by Indian Envoy Sibi George and Japanese official Ishikawa Takeshi, following a 2+2 inter-ministerial dialogue in August 2024. This dialogue prioritised the early transfer of UNICORN technology and related systems.
Both nations are also exploring cooperation in ship maintenance and joint defence initiatives to assist third countries, aiming to enhance peace and stability in the Indo-Pacific region.

Japan’s cautious approach to exporting military equipment, shaped by its pacifist constitution, is evolving. The UNICORN mast collaboration signifies a shift towards stronger defence partnerships, reflecting Japan’s growing role in international security.
