Govt approves ₹6,839 Cr for Vibrant Villages Phase Two to boost border infrastructure, tourism, and livelihoods across 15 states and 2 UTs.

The Government of India has greenlit the second phase of the Vibrant Villages Programme (VVP), a key initiative aimed at holistic development in strategically important villages near international land borders. With an approved outlay of ₹6,839 crore, this phase builds on the momentum of the first—initially concentrated on villages along the China border—and will now extend to select villages in 15 states and 2 Union Territories through 2028-29.

Vision and Goals

At its core, the VVP is designed to uplift the quality of life in border villages, generate employment, and foster economic resilience. The programme also seeks to bolster national security by actively involving local communities in border support and reducing incidents of trans-border crime.

Infrastructure at the Forefront

A significant focus will be placed on infrastructure upgrades. Villages will see improvements in:

  • Road connectivity
  • Electricity and telecom networks
  • Educational infrastructure, including the introduction of SMART classrooms
    Additionally, the programme will promote rural tourism by developing heritage circuits that showcase local culture and traditions.

Funding and Implementation Strategy of Vibrant Villages Phase Two

Phase II of VVP is a 100% centrally funded scheme, ensuring robust financial backing from the Union Government. A dedicated high-powered committee will steer the implementation process, with the flexibility to adapt guidelines for greater effectiveness. There’s a strong push toward full coverage under existing government welfare schemes for the targeted villages.

Empowering Local Communities

Community involvement is a cornerstone of this programme. Through cultural events, festivals, and awareness drives, the initiative aims to deepen engagement with local residents. Frequent visits by officials will not only build trust but also promote tourism and preserve indigenous customs.

The programme outlines several targeted interventions:

  • Tourism promotion and cultural preservation
  • Skill development and entrepreneurship
  • Support for agriculture and horticulture via cooperatives
  • Provision of basic services such as healthcare, housing, and sanitation

Coverage and Reach

Phase II will include villages located within 0–10 km of India’s international borders. Selected areas in Himachal Pradesh, Uttarakhand, and various other states and UTs will benefit from this developmental thrust.
