Assam UCC Bill Draft Approved by Assam Cabinet
The Assam government has approved the Assam UCC Bill Draft as an important step towards introducing common civil laws in the state. On 13 May 2026, the Assam Cabinet cleared the draft during the first Cabinet meeting of Chief Minister Himanta Biswa Sarma’s second term. The proposed bill is expected to be introduced in the Assam Legislative Assembly on 26 May 2026.

The Assam UCC Bill Draft aims to create common civil laws related to marriage, divorce, inheritance, adoption, and other personal matters. The idea of a Uniform Civil Code is mentioned in Article 44 of the Constitution of India under the Directive Principles of State Policy.
The proposed law is focused only on civil matters and does not deal with criminal laws.
Key Features of Assam UCC Bill Draft
The draft bill includes several important provisions for the people of Assam. These include:
- Registration of marriage and divorce
- Ban on polygamy
- Equal property rights for girls
- Rules related to live-in relationships
The Assam government has also clarified that tribal communities from hill and plain areas will remain outside the scope of the proposed law. Traditional customs, religious practices, and customary laws of different communities will also remain protected.
Assam Legislative Process for the Bill
The Assam Legislative Assembly is the law-making body of the state. A bill becomes law only after it is passed in the Assembly and receives approval from the Governor.
The budget session of the Assembly will begin on 21 May 2026 and continue till 26 May 2026. During this session, the Assam UCC Bill Draft is likely to be tabled for discussion and approval.
