On October 8, 2026, the Court directed states to upload road accident information promptly and ordered the integration of the Electronic Detailed Accident Report portal with VAHAN, SARATHI and the Insurance Information Bureau (IIB). The aim is to create a digital record for each road crash, improve the verification of accident details and make motor accident compensation claims more transparent.

Supreme Court Orders Faster Accident Data Uploads

The Supreme Court directed all states to ensure that road accident information is uploaded to the eDAR portal without delay. The directions were issued by a bench comprising Justices Ahsanuddin Amanullah and P. B. Varale.

The portal is operated by the National Informatics Centre (NIC) and is designed to digitise detailed accident reports. These records help authorities and insurance companies process motor accident compensation claims.

Under the Court’s directions, accident-related information must be brought together in a digital system. The records are expected to include police accident reports, vehicle registration details, driving licence information, insurance coverage and previous claims.

The system is intended to make it easier for authorities to compare information from different sources instead of depending on separate records that may be difficult to verify.

Integration With VAHAN, SARATHI and IIB

A key part of the order is the integration of the eDAR portal with three major databases: VAHAN, SARATHI and the Insurance Information Bureau.

VAHAN is the national database for vehicle registration. It contains details about registered vehicles and can help authorities verify the identity and registration information of a vehicle involved in an accident.

SARATHI stores driving licence information. Linking it with eDAR will help authorities check the licence details of drivers involved in road crashes.

The Insurance Information Bureau maintains insurance-related information and operates within India’s insurance regulatory framework under the Insurance Regulatory and Development Authority of India (IRDAI). Its data can help authorities verify insurance coverage and examine claims connected with accidents.

By linking these databases, the authorities will be able to compare accident reports with vehicle, driver and insurance records. This can help identify missing information, inconsistencies and possible cases of insurance fraud.

Digital Records for Motor Accident Compensation

Motor accident compensation claims require reliable information about how an accident occurred, the vehicles involved and the insurance policies that may cover the loss or injury.

The eDAR portal is intended to support this process by making detailed accident information available in a structured digital format. Linking records from different databases can help reduce repeated paperwork and make verification easier for the authorities concerned.

A more connected system may also help insurers and investigating agencies identify suspicious claims more effectively. Accurate information is important for genuine accident victims who depend on compensation to meet medical expenses and recover from financial losses.

Action Against Fraudulent Insurance Claims

The Supreme Court’s directions also address concerns about fraudulent motor accident claims. In earlier proceedings, insurers had been directed to forward claims involving suspected fraud to state Special Investigation Teams (SITs).

The Court also required insurance companies to examine whether their own employees might have been involved in fraudulent claims.

States that had not established dedicated SITs were given a final period of four weeks to set them up. These teams are intended to investigate suspected fraud and support action against those involved.

The integration of accident, vehicle, licence and insurance information may assist such investigations by making it easier to cross-check records and identify irregularities.

PM-RAHAT Scheme Included

The database integration will also cover hit-and-run cases and the PM-RAHAT scheme. The scheme provides cashless treatment of up to ₹1.5 lakh per victim for a period of up to seven days after a road accident, according to the reported details.

Cashless treatment support can help accident victims receive medical care without having to arrange the full amount immediately. Linking accident records with the digital system may help authorities manage relevant information and verify details more efficiently.

Including hit-and-run cases is also important because identifying the vehicle or driver may be difficult in such incidents. A centralised digital record can support the process of documenting accidents and handling related claims.

Four-Week Deadline for Compliance

The Supreme Court has given the Centre, state governments and other concerned authorities four weeks from October 8, 2026, to complete the required database integration and submit compliance reports.

The Court has also issued contempt show-cause notices to the heads of Navi General Insurance, The New India Assurance Company, Zuno General Insurance, General Insurance Corporation of India and Liberty General Insurance over compliance with earlier orders.

The notices concern compliance with previous judicial directions. The companies concerned are required to respond through the relevant legal process.

The integration of eDAR with VAHAN, SARATHI and IIB is intended to improve the availability and verification of road accident information. Bringing different records together could help authorities investigate accidents, identify insurance details and process compensation claims more efficiently.
