Angikaar 2025 is designed as a last-mile outreach initiative under PMAY-U 2.0. Its core objective is to ensure that no eligible urban beneficiary is left behind. By bridging the gap between policy benefits and actual beneficiaries, the campaign strengthens the inclusiveness of India’s urban housing mission.
The campaign primarily targets vulnerable urban populations such as low-income households, slum dwellers, and informal workers, ensuring they receive timely housing support. It also aims to promote convergence between housing and other welfare schemes like the Credit Risk Guarantee Fund Trust for Low Income Housing (CRGFTLIH). Additionally, it seeks to integrate PM Surya Ghar – Muft Bijli Yojana benefits with PMAY-U assistance, thereby promoting sustainable and energy-efficient homes.

Through its focused outreach, Angikaar 2025 represents a people-centric approach where the benefits of development directly reach those most in need.
Scope and Coverage
The scale of Angikaar 2025 is vast, covering over 5,000 Urban Local Bodies across India. Scheduled to run from 4th September to 31st October 2025, the campaign will include an extensive range of activities. These include door-to-door awareness drives, community mobilization programs, housing loan camps, cultural events, and citizen engagement activities.
The initiative promotes the spirit of Jan Bhagidari or people’s participation, encouraging citizens, local communities, and institutions to contribute actively. By mobilizing urban populations and involving multiple stakeholders, the campaign aims to build collective ownership of the mission’s success.
Field-level activities such as housing verification drives, beneficiary interactions, and progress tracking are being emphasized to ensure faster delivery of homes. Local authorities are tasked with resolving pending cases and facilitating the completion of all sanctioned houses within the stipulated timeline.
PMAY-U 2.0 Scheme Details
The Pradhan Mantri Awas Yojana Urban 2.0 (PMAY-U 2.0), launched in September 2024, is an upgraded and extended version of the earlier PMAY-U scheme. It continues to focus on ensuring “Housing for All” in urban India. The scheme aims to benefit one crore additional urban families, offering financial assistance of up to ₹2.50 lakh per beneficiary for the construction or purchase of pucca houses.
Since the inception of PMAY-U, over 120 lakh houses have been sanctioned, of which 94.11 lakh have already been completed and handed over to beneficiaries. These homes symbolize not just physical structures but also empowerment, dignity, and improved quality of life.
Under PMAY-U 2.0, the government is emphasizing inclusivity, speed, and sustainability. Special attention is being given to the adoption of green building technologies, use of eco-friendly materials, and digital tracking systems for transparency and accountability.
Key Events and Campaign Activities
As part of Angikaar 2025, several major events are planned to engage the public and highlight progress under PMAY-U 2.0. The most notable among these is the PMAY-U Awas Diwas, which will be celebrated on 17th September 2025, marking the first anniversary of the launch of PMAY-U 2.0.
The flagship event, PM Awas Mela – Shehri, will be organized at district headquarters and municipal corporation levels. It will take place in two main phases – from 17th to 27th September and again between 16th and 31st October 2025. These events are expected to draw active participation from citizens, government departments, banks, and other stakeholders.
The Awas Melas will serve as a platform to showcase the achievements of PMAY-U beneficiaries, facilitate on-the-spot grievance redressal, and connect potential beneficiaries with financial institutions for credit-linked subsidies. Additionally, local bodies will conduct various interactive sessions, exhibitions, and felicitation programs to celebrate the spirit of urban transformation.
Apart from these central activities, several state-level and local events will continue throughout the campaign period. Urban Local Bodies have been instructed to organize camps to verify pending applications, identify new beneficiaries, and ensure timely disbursement of assistance. Community-based organizations and volunteers are also expected to play a crucial role in awareness creation and mobilization.
Impact and Vision Ahead
The launch of Angikaar 2025 underscores the government’s holistic approach toward sustainable urban development. By combining housing, financial inclusion, renewable energy, and citizen participation, the campaign reflects a modern, integrated model of governance.

Beyond just the construction of homes, the initiative emphasizes community development, livelihood creation, and women’s empowerment. Beneficiaries are being encouraged to take pride in their new homes and become active participants in maintaining clean, green, and resilient neighborhoods.
Through collaborative effort, Angikaar 2025 aims to not only complete the remaining housing targets under PMAY-U 2.0 but also inspire long-term improvements in urban planning and citizen welfare. It embodies the vision of an empowered, self-reliant, and inclusive urban India—where every family has a dignified home and a sense of belonging.
