The Bihar Civil Nyayalay (Court) Bill, 2026 seeks to bring Bihar’s civil courts in line with current judicial practices. The old 1887 Act, enacted during British rule, structured civil courts across several provinces, including Bihar, and remained largely unchanged over the decades. Its replacement is expected to streamline court administration, clarify jurisdictional boundaries, and update procedural rules to reduce delays and enhance efficiency.

Other Legislative Reforms Passed
Alongside the civil courts reform, three other amendment Bills were passed through a voice vote. These include:
- Bihar Technical Services Commission (Amendment) Bill, 2026
- Bihar Staff Selection Commission (Amendment) Bill, 2026
- Bihar Municipality (Amendment) Bill, 2026
The amendment to the Technical Services Commission and Staff Selection Commission introduces changes in recruitment processes. Now, second- and third-grade posts in government boards and corporations will be filled through the Technical Services Commission, while fourth-grade posts will be recruited through the Staff Selection Commission. This move aims to create a transparent, efficient, and merit-based recruitment process.
Changes in Municipal Governance
The Bihar Municipality (Amendment) Bill, 2026 brings reforms to urban local governance. It changes the process of constituting empowered standing committees within municipalities. Earlier, the mayor had the authority to appoint committee members. Under the new law, members of municipalities and municipal corporations will elect these committee members through a secret ballot.
Additionally, the government has assured that meetings of empowered standing committees will not clash with sessions of the state legislature, as Members of the Legislative Assembly (MLAs) and Members of the Legislative Council (MLCs) serve as ex officio members of these committees. This ensures smooth governance without legislative disruptions.

The Bengal, Agra and Assam Civil Courts Act, 1887, was a colonial-era law that had been in force for more than a century.
