Overseas Atal Innovation Centre: India’s First Global Innovation Hub Launched in Abu Dhabi
India has taken a historic step in expanding its innovation ecosystem beyond its borders with the inauguration of the Overseas Atal Innovation Centre (AIC) at the IIT Delhi–Abu Dhabi campus in September 2025. This milestone was officially inaugurated by Union Education Minister Dharmendra Pradhan during his visit to the United Arab Emirates (UAE). The establishment of this centre marks India’s growing influence in global education and innovation, aiming to strengthen academic collaboration, promote research, and foster entrepreneurship between India and the UAE.

The Overseas Atal Innovation Centre in Abu Dhabi is an initiative under the Atal Innovation Mission (AIM) a flagship programme of the Government of India designed to promote innovation and entrepreneurship across all sectors. This marks AIM’s first international expansion, symbolising India’s readiness to contribute to the global innovation ecosystem.
The Abu Dhabi centre will serve as a hub for research, technology transfer, and start-up incubation, connecting young innovators, researchers, and entrepreneurs from both countries. It will enable collaboration between Indian and Emirati academic institutions, strengthening educational partnerships and fostering mutual growth in science and technology.
Launch of Key Academic Programmes
During the inauguration, two significant academic programmes were launched under IIT Delhi’s leadership. The first programme is a Ph.D. in Energy and Sustainability, which focuses on cutting-edge research in renewable energy, green technologies, and environmental sustainability. This programme aims to develop expertise in solutions that address global energy challenges and climate change.

The second programme introduced is a B.Tech in Chemical Engineering, which will train young minds in industrial innovation, chemical processes, and sustainable production systems. Both programmes highlight the centre’s commitment to creating a talent pool capable of addressing pressing global issues through innovation, research, and technology.
Strengthening Bilateral Educational Cooperation
Union Education Minister Dharmendra Pradhan also met Ms. Sara Musallam, Chairperson of the Abu Dhabi Department of Education and Knowledge (ADEK), to discuss expanding educational collaboration between the two nations. Their discussions centred around establishing Atal Innovation Labs in Indian schools across the UAE modelled after India’s successful Atal Tinkering Labsn to nurture creativity and innovation among school students.
They also explored avenues for strengthening student and teacher exchange programmes, developing joint curricula, and enhancing mutual recognition of educational qualifications. The initiative will ensure that Indian schools in the UAE provide holistic education aligned with both Indian and international standards, benefiting thousands of Indian students residing in the Gulf region.
Alignment with India’s National Education Policy 2020
The establishment of the Overseas Atal Innovation Centre perfectly aligns with the vision outlined in India’s National Education Policy (NEP) 2020, which emphasises innovation, multidisciplinary research, and global academic collaboration. The policy aims to build a strong foundation for a knowledge-based economy by promoting critical thinking, problem-solving, and entrepreneurship.
Through the AIC, India is strengthening its position as a global education leader, encouraging joint research and development projects, and opening new pathways for international collaboration. The NEP’s focus on “Internationalization of Education” finds a practical embodiment in this initiative, fostering academic excellence and cross-cultural exchange.
Significance of the Atal Innovation Mission (AIM)
The Atal Innovation Mission, launched by the Government of India under the NITI Aayog, is designed to create a culture of innovation and entrepreneurship nationwide. Its initiatives include Atal Tinkering Labs (ATL) in schools, Atal Incubation Centres (AICs) in universities and institutions, and Atal Community Innovation Centres (ACICs) that promote inclusive innovation at the grassroots level.
With the launch of the Overseas Atal Innovation Centre in Abu Dhabi, AIM’s vision has reached global heights. The centre demonstrates India’s commitment to building international partnerships that encourage research, technological advancement, and entrepreneurial growth. It also reinforces the idea of a global innovation corridor connecting India’s knowledge capital with international markets.
Expanding Indian Educational Footprint in the UAE
Minister Pradhan’s visit to the UAE also included attending the first anniversary of Symbiosis University’s Dubai campus, reflecting India’s growing educational presence in the Gulf region. The expansion of Indian universities abroad enhances access to quality education for expatriate students while strengthening India’s image as a global education hub.

The growing network of Indian institutions in the UAE such as IIT Delhi–Abu Dhabi, Symbiosis Dubai, and others demonstrates India’s commitment to fostering cross-border educational partnerships. These institutions not only promote cultural and academic exchange but also contribute to regional innovation and skill development.
