Uttar Pradesh Budget 2026-27: Big Push for Growth, Safety, Health and Technology
The Uttar Pradesh Budget 2026-27 was presented in the State Assembly by Suresh Khanna, the Finance Minister of Uttar Pradesh. The total size of the Budget stands at ₹9,12,696.35 crore, showing a strong increase of 12.9 per cent compared to the previous financial year.

Focus on Capital Expenditure and Key Sectors
A major highlight of the Uttar Pradesh Budget 2026-27 is the strong push towards capital expenditure, which has been fixed at 19.5 per cent of the total outlay. This indicates the government’s intent to invest more in infrastructure that supports long-term growth.
Education continues to remain a priority, receiving 12.4 per cent of the total Budget allocation. Agriculture and allied sectors have been given 9 per cent, underlining the importance of farming and rural livelihoods in the state’s economy. Medical and health services account for 6 per cent, reflecting a steady rise in healthcare spending.
Fiscal Discipline and Economic Stability
The Budget places clear emphasis on financial discipline. As per the recommendations of the 16th Central Finance Commission, the fiscal deficit for 2026-27 has been capped at 3 per cent of the Gross State Domestic Product (GSDP). This limit will continue till 2030-31, helping the state maintain stable finances.
The debt-to-GSDP ratio, which had increased during the Covid-19 period, has already been reduced to below 27 per cent in 2024-25. The government aims to bring it further down to 23.1 per cent by 2026-27.
Uttar Pradesh’s GSDP for 2024-25 is estimated at ₹30.25 lakh crore, showing a growth rate of 13.4 per cent. Per capita income has also seen steady improvement, rising from ₹54,564 in 2016-17 to ₹1,09,844 at present, with expectations of reaching ₹1,20,000 in 2025-26.

Strengthening Law and Order
Law and order remains a key focus area in the Uttar Pradesh Budget 2026-27. Significant funds have been allocated to improve police infrastructure across the state. A provision of ₹1,374 crore has been made for non-residential police buildings, while ₹1,243 crore is allocated for residential facilities.
Additional funds include ₹346 crore for newly created districts, ₹200 crore for the construction of fire stations, and ₹190 crore for firefighting systems in multi-storey buildings. These measures aim to improve public safety and emergency response.
The government has also highlighted a steady decline in major crimes since 2016. Under Mission Shakti, ₹25 crore has been earmarked for providing vehicles to women beat officers, strengthening women’s safety and visibility in policing.
Expanding Healthcare and Medical Education
Healthcare has received a major boost in the Uttar Pradesh Budget 2026-27. The Medical, Health and Family Welfare Department has been allocated ₹37,956 crore, marking a 15 per cent increase over the previous year. Medical education alone has received ₹14,997 crore.
The state now has 81 medical colleges, and new medical institutions will be set up in 16 underdeveloped districts through the Public-Private Partnership model. This expansion is expected to improve access to quality healthcare and create more opportunities for medical students.
MBBS seats have increased sharply from 4,540 in 2017 to 12,800, while postgraduate medical seats have risen to 4,995. The National Rural Health Mission has been allocated ₹8,641 crore, and ₹2,000 crore has been set aside for Ayushman Bharat. More than 49.22 lakh families in the state benefit from the Ayushman Bharat–Mukhyamantri Jan Arogya Yojana.
Technology, Industry and Youth Development
The Uttar Pradesh Budget 2026-27 also outlines a clear roadmap for technology-driven growth. A New and Emerging Technologies Mission has been proposed, along with the establishment of a dedicated data authority.
Plans have been announced to develop eight data centre parks with a combined capacity of 900 MW, positioning Uttar Pradesh as a growing digital and data hub. An Artificial Intelligence Mission will focus on research, innovation and application of AI across sectors.
The “Tech Yuva Samarth Yuva Yojana” aims to train young people in advanced technologies, helping them gain skills needed for future jobs. This focus on youth and technology is expected to support industrial growth and employment generation.

Agriculture and Broader Development Outlook
Agriculture continues to play a vital role in the state’s economy. With a 9 per cent allocation, the Budget supports farmers, allied activities and rural development. Uttar Pradesh remains a leading producer of wheat and sugarcane, and continued investment in this sector is crucial for income stability in rural areas.
Overall, the Uttar Pradesh Budget 2026-27 presents a balanced approach that combines growth, safety, healthcare expansion and technological progress, while keeping fiscal discipline at the core of governance.
