White Revolution 2.0 Milk Boost: Cooperative-Led Push to Transform India’s Dairy Sector

Over the next five years, milk procurement by dairy cooperatives is expected to rise by 50 per cent. This means daily milk procurement could reach 1,007 lakh kilograms by 2028–29. The initiative focuses on areas that are currently outside the organised dairy system while also strengthening cooperatives that are already in operation.
Expanding the Reach of Dairy Cooperatives
A key feature of White Revolution 2.0 Milk Boost is its focus on expansion. Thousands of villages and panchayats in India still lack access to organised dairy cooperatives. Farmers in these areas often depend on private traders, who may offer lower prices and limited market security.
To address this gap, the programme plans to establish around 75,000 new Dairy Cooperative Societies (DCS) in uncovered regions. These new cooperatives will help small and marginal farmers directly connect with formal milk procurement systems. By becoming part of a cooperative, farmers gain access to assured buyers, transparent pricing, and timely payments.
This expansion is expected to bring more producers into the organised dairy sector, increasing both milk availability and farmer confidence. It also strengthens the cooperative model that has long supported India’s dairy success.

Strengthening Existing Dairy Societies
White Revolution 2.0 Milk Boost is not only about setting up new cooperatives. The initiative also focuses on deepening the operational strength of existing dairy societies. Around 46,422 functioning DCSs will be upgraded to improve their efficiency and market linkages.
These cooperatives will receive support to connect with milk procurement routes. This may involve extending existing collection routes or creating entirely new ones to ensure milk reaches processing centres quickly and safely. Better logistics reduce spoilage, improve quality, and ensure farmers receive fair value for their produce.
By improving the performance of current cooperatives, the programme aims to increase farmer incomes and ensure consistent milk supply in both rural and urban markets.
Infrastructure and Technology Support
Infrastructure development is a major pillar of White Revolution 2.0 Milk Boost. Many dairy farmers face challenges due to the lack of basic facilities for milk collection, testing, and storage. The new initiative seeks to address these issues through targeted investments.
Facilities such as Automatic Milk Collection Units and Data Processing Milk Collection Units will be provided wherever needed. These systems help record milk quantity and quality accurately, ensuring transparency in payments. Milk testing equipment will also be installed to maintain quality standards and build trust between farmers and cooperatives.
Bulk Milk Coolers will play an important role in preserving milk quality, especially in remote areas. By reducing spoilage and maintaining freshness, these coolers help cooperatives handle larger volumes of milk and expand their reach.
Funding and Implementation Framework
White Revolution 2.0 Milk Boost is being funded under the National Dairy Development Programme 2.0, implemented by the Department of Animal Husbandry and Dairying. This ensures that the programme follows uniform standards and established guidelines across states.
The funding framework supports infrastructure creation, technology adoption, and cooperative strengthening. Clear implementation rules aim to ensure efficient rollout and accountability at every level. State governments and cooperative institutions will work together to achieve the programme’s targets.
Empowering Women Through Dairy Cooperatives
Women are the backbone of India’s dairy sector. Nearly 70 per cent of the dairy workforce consists of women who handle tasks such as milking, feeding, and cattle care. Despite their central role, much of their work has remained informal and undervalued.
White Revolution 2.0 Milk Boost places strong emphasis on women’s empowerment. By bringing more women dairy farmers into the cooperative framework, the programme aims to formalise their participation. Women-led dairy cooperatives are being promoted as tools for both economic independence and social change.
Through cooperatives, women gain access to income, training, and decision-making roles. This not only improves household livelihoods but also strengthens community development in rural areas.
Linking Dairy Growth With Nutrition
The initiative also connects dairy expansion with nutritional goals. Milk and dairy products are important sources of protein and essential nutrients. By increasing milk production and improving distribution, White Revolution 2.0 Milk Boost supports better access to nutritious food.
Improved dairy infrastructure ensures that quality milk reaches consumers while also reducing wastage. This dual focus on farmer income and consumer nutrition highlights the broader social value of the programme.
