Before her new appointment, she was serving as the Development Commissioner, a position that involves close monitoring of development programmes across the state. Along with this, she also held additional responsibility for the water resources department.
Her rise to the top post follows seniority norms as well as her proven track record in handling complex responsibilities. She will officially take over from Manoj Ahuja after his retirement on December 31.
Experience Across Key State Departments
Throughout her career, Anu Garg has worked in several important departments of the Odisha government. She has handled areas such as health and family welfare, women and child development, and labour and employees’ state insurance. These roles gave her first-hand exposure to public service delivery and social welfare programmes that directly affect people’s lives.
At the district level, she has served as the Collector and District Magistrate of Sambalpur and Bargarh. Earlier in her career, she also worked as Additional District Magistrate and Sub-Collector in districts like Kalahandi and Jharsuguda. These grassroots-level postings helped her understand local administration, public needs, and field-level challenges.
Exposure at the National Level

Anu Garg’s experience is not limited to the state alone. During her time on central deputation, she held senior positions in the Government of India. She served as Joint Secretary in the Ministry of Textiles and later in the Ministry of Health and Family Welfare. She also worked as Joint Secretary to the Prime Minister, a role that required close coordination with multiple ministries and senior officials.
This mix of state and central experience is expected to help her manage coordination between Odisha and the central government more effectively.
Strong Academic Background
Alongside her administrative career, Anu Garg has a strong academic foundation. She studied at Lady Shri Ram College, Delhi University, and later completed postgraduate studies at the University of Lucknow. She also holds a Master of Public Health degree from the Bloomberg School of Public Health at Johns Hopkins University in the United States. This educational background has added depth to her understanding of policy, governance, and public welfare.
