What is ECI Special Revision Phase III?

The Special Intensive Revision (SIR) is a process to update electoral rolls in India. It includes house-to-house verification, correction of voter details, and adding or removing names when required.

Electoral rolls are the official voter lists prepared under the Representation of the People Act, 1950. The Election Commission conducts these revisions to keep voter data accurate before elections.

States and Union Territories Covered

Under ECI Special Revision Phase III, the exercise is being conducted in 16 States and 3 Union Territories.

The States include Andhra Pradesh, Arunachal Pradesh, Haryana, Punjab, Telangana, Karnataka, Maharashtra, Jharkhand, Odisha, Uttarakhand, Meghalaya, Manipur, Mizoram, Nagaland, Sikkim, and Tripura.

The Union Territories covered are Chandigarh, Dadra and Nagar Haveli and Daman and Diu, and the National Capital Territory of Delhi.

Large Field-Level Verification Drive

More than 3.94 lakh Booth Level Officers (BLOs) are involved in the process. These officers will visit homes to verify voter details and update records.

Around 3.42 lakh Booth Level Agents (BLAs), appointed by political parties, will also support the verification work. Their role is to help ensure voter list accuracy during the revision process.

The Election Commission aligned the schedule with Census house-listing operations because both activities use similar field-level administrative systems.

For Odisha, Mizoram, Sikkim, and Manipur, house visits by Booth Level Officers will take place from 30 May 2026 to 28 June 2026. The final electoral rolls for these states are expected to be published on 6 September 2026.

Why ECI Special Revision Phase III Matters

The voter list revision process is important for free and fair elections. It helps remove duplicate or incorrect entries and ensures eligible citizens can vote without problems.

Through ECI Special Revision Phase III, the Election Commission aims to improve transparency and accuracy in India’s electoral system before upcoming elections.
