The government has created the Online Gaming Authority of India as the main body to manage the sector. It will be based in Delhi and will classify games, handle user complaints, and work with banks and law agencies.
This authority will also ensure gaming platforms follow rules related to safety, fairness, and financial transparency.
Classification of Online Games
Under the India Online Gaming Rules, games will be divided into three types: online money games, social games, and e-sports. The classification will depend on factors like entry fees and reward systems.
The authority will decide the category of a game within 90 days. This step is important to separate safe, skill-based games from harmful gambling-style platforms.

Registration and User Protection
Gaming platforms must register under the new system if they fall under notified categories. Approved platforms will get a digital certificate valid for up to 10 years.
The rules make it compulsory to include safety features such as age verification, parental controls, time limits, and complaint tools. Platforms must clearly show their registration details and explain safety features to users.
Role of Government and E-Sports Growth
The Ministry of Electronics and Information Technology will oversee the implementation of these rules. The move also supports e-sports, which were officially recognized as part of multi-sports events in India in 2022.
This framework encourages innovation while ensuring responsible gaming practices across the country.
Complaint System and Penalties
The new law introduces a two-level complaint system. Users must first file complaints with the gaming platform. If not resolved, they can approach the Online Gaming Authority and later the MeitY Secretary.
Each complaint stage should be resolved within 30 days. Strict penalties will be applied for rule violations, with decisions expected within 90 days based on the severity and frequency of the issue.
