Madhya Pradesh Rolling Budget

Madhya Pradesh Rolling Budget Set to Change State Planning from 2026-27

Madhya Pradesh Rolling Budget to begin from 2026-27, bringing multi-year planning, public participation, and a long-term growth vision.

Madhya Pradesh is preparing to take a new path in financial planning by introducing a rolling budget system from the 2026-27 financial year. This step will make the state the first in India to follow this model. The idea behind the Madhya Pradesh Rolling Budget is to look beyond one year and plan finances with a longer vision, keeping future needs and changing situations in mind.

Deputy Chief Minister and Finance Minister Jagdish Devda said that the 2026-27 budget will not be limited to numbers alone. Instead, it will be shaped by people’s expectations and wider public involvement. This move reflects the state government’s aim to make budgeting more open, forward-looking, and connected to real-life needs.

A New Way of Planning for the Future

Under the Madhya Pradesh Rolling Budget system, the government will prepare budget estimates for three years at a time. Along with the main budget for 2026-27, indicative estimates for 2027-28 and 2028-29 will also be shared. These estimates will not be fixed forever and can be revised regularly based on how the economy performs and how government programmes progress.

This approach allows the government to correct its course when needed instead of waiting for a full year to make changes. It also gives departments, businesses, and citizens a clearer idea of where the state is headed in the coming years. By doing so, Madhya Pradesh hopes to bring more stability and confidence into its development plans.

Citizens Play a Role in Budget Making

One of the key features of the Madhya Pradesh Rolling Budget is strong public participation. The state government invited suggestions from citizens, experts, and thinkers through online platforms, phone calls, and other channels. According to the finance minister, around 945 suggestions were received and are being carefully reviewed.

The aim is to make the budget people-friendly and useful rather than a document understood only by specialists. The government believes that when people share their views, the budget becomes more practical and closer to everyday realities. This process also helps build trust between the government and citizens.

Focus on Investment and Long-Term Growth

Jagdish Devda highlighted that the state has been steadily increasing its spending on long-term assets such as roads, infrastructure, and public facilities. For the 2025-26 financial year, Madhya Pradesh has set aside ₹82,513 crore for such spending, the highest amount so far.

This focus is linked to the larger national goal of building a strong and developed India by 2047. The state has set ambitious economic targets, aiming to significantly increase its overall economic size by 2029 and even more by 2047. Improving average income levels and creating better job opportunities are also part of this long-term vision.

Agriculture and Farmers at the Centre

Agriculture will remain a major priority in the upcoming budget. The government plans to focus on increasing farmers’ incomes and making agriculture more sustainable. Efforts will be made to reduce long-term dependence on subsidies by encouraging better practices, technology use, and market access.

Apart from farming, expert advice has been taken in areas like industry, jobs, education, healthcare, and governance. The idea is to ensure balanced growth where no sector or group is left behind.

Why the Madhya Pradesh Rolling Budget Matters

The Madhya Pradesh Rolling Budget is more than a financial change. It represents a shift in thinking—from short-term fixes to long-term planning. By looking ahead, listening to people, and allowing flexibility, the state hopes to manage its resources better and respond faster to challenges.

If successful, this model could inspire other states to rethink how they plan their finances. For Madhya Pradesh, it marks a step toward steady growth, better transparency, and development that keeps people at the heart of decision-making.
