Manipur Governor Loktak Project Review: NHPC Briefs Governor on Project Challenges
During the meeting, Gursharan Singh, Head of Project at NHPC Ltd. and General Manager (Electrical), presented a detailed briefing to the Governor regarding the Loktak Hydroelectric Project’s ongoing renovation and modernization activities.
He highlighted the major obstacles faced by NHPC, including difficulties in transporting heavy equipment required for upgrading the plant’s infrastructure. The project, located near the iconic Loktak Lake, remains the primary power generation source for Manipur and plays a critical role in ensuring energy stability across the northeastern region.

Governor Bhalla expressed concern over the reported challenges and stressed the need for timely completion of renovation work to prevent disruptions in the state’s power supply. He emphasized that NHPC must take proactive measures to overcome logistical constraints, improve supply chains, and ensure efficient maintenance of existing infrastructure.
Manipur Governor Loktak Project Review: Focus on Power Infrastructure and Modernization
Governor Bhalla reiterated the strategic importance of the Loktak Hydroelectric Project in meeting Manipur’s energy demands. He called for greater coordination between the NHPC, the state’s Department of Power, and local authorities to resolve transport and technical issues affecting the project’s progress.
He also encouraged NHPC to adopt innovative maintenance technologies, such as predictive maintenance tools and smart monitoring systems, to optimize power generation and reduce operational downtime. By leveraging new technologies, the project could significantly enhance output while minimizing environmental impact.
The Governor further noted that modernizing the Loktak project aligns with India’s broader vision of sustainable and renewable energy development. Given the North East’s hydropower potential, strengthening this project could make Manipur a hub for clean energy generation in the region.
Manipur Governor Loktak Project Review: Role of Loktak Project in Regional Development
The Loktak Hydroelectric Project, commissioned in 1983, remains a lifeline for Manipur’s energy infrastructure. It not only supports domestic and industrial electricity needs but also contributes to regional grid stability. The project’s reservoir, the Loktak Lake, is an ecological treasure home to the Keibul Lamjao National Park, the world’s only floating national park and the last natural habitat of the endangered Sangai deer.
The Governor acknowledged the need to maintain a delicate balance between power production and environmental conservation. He emphasized that all modernization plans must comply with environmental regulations and include measures to mitigate adverse ecological effects.
He urged NHPC to strengthen its corporate social responsibility (CSR) initiatives by supporting local livelihoods, biodiversity conservation, and eco-tourism opportunities around Loktak Lake.
Manipur Governor Loktak Project Review: Tourism Sector and Permit Reforms
In another key meeting, a delegation from the Indian Association of Tour Operators (IATO) led by H. Radhakrishna Sharma, State-in-Charge of IATO Manipur, met with Governor Bhalla to discuss tourism challenges and opportunities in the state.
The primary concern raised was the complex process of obtaining Protected Area Permits (PAP) mandatory for foreign visitors traveling to specific regions in Manipur. Tour operators argued that the current process often discourages international travelers due to bureaucratic delays and limited access to permit-issuing authorities.
To address these issues, the delegation proposed several reforms, including:
- Allowing pre-arrival PAP applications during the visa process in the traveler’s home country.
- Empowering recognized tour operators and IATO members to apply for PAPs on behalf of their clients.
- Simplifying online application procedures to ensure quicker approvals and better coordination among agencies.
These suggestions, if implemented, could help boost foreign tourist arrivals and strengthen Manipur’s image as a safe and accessible destination for global travelers.
Manipur Governor Loktak Project Review: Governor’s Response and Support for Reforms
Governor Bhalla commended IATO’s proactive efforts in promoting responsible tourism and acknowledged the importance of simplifying travel regulations. He assured the delegation that their proposals for a streamlined PAP process would be considered at both the state and central levels.

The Governor emphasized that the government remains committed to promoting eco-friendly and culturally sensitive tourism, especially around heritage and natural sites such as Loktak Lake, Kangla Fort, and Dzuko Valley. He highlighted that a simplified permit system could significantly contribute to local employment, small-scale entrepreneurship, and cross-cultural exchange.
Furthermore, Bhalla underscored that Manipur’s tourism development must go hand in hand with environmental preservation, ensuring that growth remains sustainable and inclusive.
