NABARD-NaBFID Pact

NABARD-NaBFID Pact for Rural Growth

NABARD-NaBFID Pact for Rural Growth to support rural infrastructure, farm value chains, storage and connectivity projects.

NABARD-NaBFID Pact is set to support the development of rural infrastructure and agriculture-linked projects across India. The National Bank for Agriculture and Rural Development (NABARD) and the National Bank for Financing Infrastructure and Development (NaBFID) signed a Memorandum of Understanding (MoU) in Mumbai on 26 August 2026. The partnership will focus on infrastructure projects connected with rural areas, Public Private Partnership (PPP) projects and agricultural value chains.

The agreement brings together two specialised financial institutions with different areas of expertise. NABARD focuses mainly on agriculture and rural development, while NaBFID has a wider role in financing large infrastructure projects. Their cooperation is expected to help identify and support projects that can improve rural connectivity, agricultural logistics and local economic activity.

NABARD and NaBFID join hands for rural development

The NABARD-NaBFID Pact creates a framework for the two institutions to work together on projects that have strong links with rural areas. The partnership will cover infrastructure that can improve the movement, storage and processing of agricultural products.

NABARD was established in 1982 under the National Bank for Agriculture and Rural Development Act, 1981. It serves as a major development institution for agriculture and rural development in India.

NaBFID was established in 2021 under the National Bank for Financing Infrastructure and Development Act, 2021. It was created as a specialised development financial institution to support infrastructure financing in the country.

The cooperation between the two institutions can help combine rural development knowledge with infrastructure financing expertise.

Irrigation and water infrastructure among key areas

One important area under the agreement is irrigation infrastructure. Reliable irrigation can reduce dependence on rainfall and support more stable agricultural production.

The partnership will also cover water and sanitation projects. Better water supply and sanitation facilities are important for improving living conditions in rural communities.

Other infrastructure areas include rural roads and bridges. Better road connectivity can make it easier for farmers to transport crops to markets, storage centres and processing facilities.

Storage and cold-chain facilities

The agreement gives special attention to post-harvest infrastructure. A large amount of agricultural produce can lose value if it is not stored or transported properly after harvesting.

The proposed cooperation includes post-harvest storage, warehousing and cold-chain facilities. Cold chains use temperature-controlled storage and transportation to keep perishable products fresh for longer periods.

This can be particularly useful for fruits, vegetables, dairy products, fish, meat and other products that require controlled temperatures.

The partnership also covers terminal markets, which can provide organised locations for the collection, trading and distribution of agricultural products.

Support for agricultural value chains

The NABARD-NaBFID Pact will also support agricultural value chains. An agricultural value chain covers several stages, from production on farms to storage, processing, transportation and final marketing.

Improving these links can help reduce wastage and create more opportunities for value addition. For example, agricultural products can be processed into packaged or higher-value goods instead of being sold only as raw produce.

The institutions will also look at commercially viable projects in food processing and storage. Such projects can help connect farmers with larger markets and strengthen rural businesses.

Public-private partnership projects

Another important component is Public Private Partnership (PPP) infrastructure. Under the PPP model, government institutions and private companies work together to develop and operate infrastructure or public services.

The two financial institutions will explore suitable PPP projects that have rural or agricultural connections. This could help bring additional investment and technical expertise into rural infrastructure development.

Project identification and financing support

The agreement is not limited to providing finance. NABARD and NaBFID will cooperate in several stages of project development.

Their work will include project identification, project appraisal, credit structuring, debt syndication and joint monitoring. They will also undertake capacity-building activities.

Project appraisal involves examining the financial, technical and operational viability of a proposed project. Credit structuring helps design suitable financing arrangements, while debt syndication involves bringing together multiple lenders to finance a large project.

Joint monitoring can help the institutions track the progress of projects after financing has been provided.

Focus on bankable rural projects

The partnership will encourage projects that are commercially viable and bankable. This means projects should have a clear financial structure and a reasonable ability to meet their financial obligations.

The approach is particularly relevant for infrastructure projects that require large amounts of long-term funding. Rural roads, warehouses, cold chains, food-processing facilities and other infrastructure often need significant investment before they can generate economic returns.

By working together, NABARD and NaBFID can potentially improve access to structured financing for such projects.

Why rural infrastructure matters

Rural infrastructure plays an important role in India’s agricultural economy. Roads and bridges connect villages with markets, while irrigation supports farming. Warehouses and cold chains help reduce post-harvest losses, and food-processing facilities create opportunities for value addition.

Better infrastructure can also support rural employment and small businesses. When agricultural products can move efficiently from farms to consumers, farmers and other participants in the supply chain can benefit from improved market access.

The NABARD-NaBFID Pact therefore links infrastructure financing with broader goals such as agricultural development, rural connectivity, food processing and efficient supply chains.

New opportunities in emerging sectors

The agreement also includes compressed biogas (CBG) projects. CBG can be produced from organic materials such as agricultural residues and other biodegradable feedstock.

Supporting such projects can connect agriculture with India’s growing focus on clean energy and waste management. Rural areas can potentially become important locations for bioenergy projects because of the availability of agricultural and organic waste.

The inclusion of CBG shows how rural infrastructure financing is increasingly connected with newer areas such as renewable energy, circular economy practices and sustainable development.

Building stronger rural supply chains

The partnership between NABARD and NaBFID comes at a time when India is focusing on stronger infrastructure and more efficient agricultural supply chains. Improving storage, transport, processing and market infrastructure can help reduce gaps between production and consumption.

Through the MoU, the two institutions will work together to identify suitable projects and develop financing arrangements. The focus will remain on infrastructure with clear rural linkages, agricultural value addition and commercially sustainable operations.
