People’s Plan Campaign 2026-27

People’s Plan Campaign 2026-27 begins October 2 to help Gram Panchayats prepare development plans for 2027-28.

People’s Plan Campaign 2026-27, also known as “Sabki Yojana, Sabka Vikas”, will begin across India on October 2, 2026. The campaign will start the process of preparing Gram Panchayat Development Plans (GPDPs) for the financial year 2027-28.

The campaign focuses on planning development activities at the village level by involving local communities, elected representatives and government institutions. Special Gram Sabhas will be held across the country on October 2 to mark the beginning of the nationwide exercise.

People’s Plan Campaign Focuses on Village Planning

The People’s Plan Campaign is a national initiative for decentralised planning at the Gram Panchayat level. It has been implemented since 2018 to encourage local communities to participate in identifying development needs and preparing village-level plans.

The campaign aims to make local development planning more inclusive and based on actual needs. Gram Panchayats can use information, local priorities and available resources to prepare their development plans.

According to the campaign information, more than 2.55 lakh Gram Panchayats have already prepared and uploaded their plans through the eGramSwaraj platform.

Gram Panchayat Development Plans for 2027-28

The main activity under the 2026-27 campaign will be the preparation of Gram Panchayat Development Plans for 2027-28.

These plans are designed to identify development priorities at the village level. Issues related to basic infrastructure, livelihoods, employment, public services and other local requirements can be discussed during the planning process.

The process gives Gram Panchayats an opportunity to consider local conditions before deciding development activities for the coming financial year.

Special Gram Sabhas on October 2

Special Gram Sabhas will be organised across India on October 2, 2026, for the launch of the campaign.

A Gram Sabha is a village-level assembly under the Panchayati Raj system. It provides a platform where local citizens and elected representatives can discuss development needs and other matters concerning the village.

During the People’s Plan Campaign, these meetings will help bring local views into the planning process. Discussions can focus on development priorities, governance improvements and the use of available resources.

The participation of villagers is an important part of the campaign because local communities have direct knowledge of the challenges faced in their areas.

Ministry of Panchayati Raj to Coordinate

The Ministry of Panchayati Raj will coordinate the campaign along with participating ministries and government departments.

The campaign will follow a Whole-of-Government approach, bringing different departments and development programmes into the village-level planning process.

This approach is intended to help Gram Panchayats connect different schemes and resources while preparing their development plans.

The discussions will include areas such as Finance Commission grants, rural governance programmes, digital Panchayat systems, property mapping and local revenue generation.

eGramSwaraj and Digital Planning

Digital platforms will play an important role in the People’s Plan Campaign. One of the main platforms is eGramSwaraj, which supports Panchayat planning, monitoring and record management.

Gram Panchayats have been using the platform to prepare and upload development plans. The availability of digital records can also help track planned activities and their implementation.

The use of digital systems is expected to make local planning and monitoring more organised and improve access to Panchayat-related information.

SVAMITVA and Rural Property Records

The campaign will also discuss SVAMITVA, a programme connected with mapping rural properties and providing property ownership records.

Property mapping can help rural households obtain clearer records of their property and can support better management of village-level assets.

The inclusion of SVAMITVA in the planning discussions allows Gram Panchayats to consider property-related information while preparing local development plans.

Finance Commission Grants and Local Revenue

Financial resources are another important part of village development planning. The campaign will include discussions on Finance Commission grants available to local bodies.

Gram Panchayats will also discuss Own Source Revenue, which refers to revenue generated locally by Panchayats.

Better planning of available funds can help local bodies decide how resources should be used for development activities. Connecting financial resources with identified local priorities is an important part of preparing a realistic Panchayat development plan.

Panchayat Advancement Index

The Panchayat Advancement Index will also form part of the campaign discussions. Such tools can help assess the progress of Panchayats across different areas of local development.

Information and indicators can help Panchayats understand areas where further attention may be needed. This can support evidence-based planning instead of relying only on general assumptions about village requirements.

Rural Employment and Livelihoods

The People’s Plan Campaign 2026-27 will also cover rural employment and livelihood-related initiatives.

Discussions will include Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) and other activities connected with rural employment and livelihoods.

Employment opportunities and income generation are important parts of village development. Local planning can help Panchayats identify livelihood needs and connect communities with relevant government programmes.

Viksit Gram Panchayat Plan

Another part of the campaign will be the Viksit Gram Panchayat Plan. The idea is to bring development priorities together at the Gram Panchayat level through a structured planning process.

The plans can consider different aspects of village development rather than focusing on only one sector. Local infrastructure, employment, livelihoods, public services and governance can be considered according to the needs of individual Panchayats.
