The event marked not only the opening of new government buildings but also the beginning of a restructured administrative system designed to improve efficiency, coordination, and public service delivery.

The Prime Minister formally unveiled the name “Seva Teerth” and dedicated the complex to the nation. The name reflects the idea of governance as a place of service, where citizens remain at the centre of policymaking and administration. Later in the day, the Prime Minister was scheduled to address a public gathering at the site, underlining the importance of this development in India’s democratic journey.

A Commemorative ₹100 Coin to Mark the Occasion

To celebrate the inauguration, the Ministry of Finance issued a special ₹100 commemorative coin. This coin has been designed to reflect India’s constitutional values, heritage, and the spirit of public service.

On the front side, the coin features the Lion Capital of the Ashoka Pillar, which is India’s National Emblem. Below it is the inscription “Satyamev Jayate” written in Devanagari script, reinforcing the principle of truth as a guiding value of the nation. The word “Bharat” appears on the left side in Hindi, while “India” is written on the right in English, symbolising unity in diversity.

The reverse side of the coin carries an image of the Seva Teerth building. Its name is engraved in both Hindi and English, making it accessible and inclusive. The phrase “Nagrik Devo Bhava,” meaning “The citizen is like God,” is also inscribed in both languages. A lotus motif appears alongside the text, representing purity, growth, and citizen-centric governance. Together, these elements make the coin not just a collector’s item, but a statement of India’s administrative philosophy.

Moving Away from Colonial-Era Power Centres

The Seva Teerth ₹100 Coin Launch also highlights a major administrative transition. For decades, the North Block and South Block at Raisina Hill served as the nerve centre of India’s government. These colonial-era buildings housed key ministries and offices, including the Prime Minister’s Office, the Ministry of Defence, the Ministry of External Affairs, the Ministry of Home Affairs, and the Ministry of Finance.

With the inauguration of Seva Teerth, the Prime Minister’s Office has shifted from South Block to the new complex. This move signals a conscious effort to step away from colonial administrative structures and create a governance system that reflects independent India’s priorities. The older buildings, while historically significant, had ageing and fragmented infrastructure that limited efficiency and coordination among departments.

One Roof for Key Decision-Makers

A major strength of the new complex lies in its integrated design. Seva Teerth brings together the Prime Minister’s Office, the National Security Council Secretariat, and the Cabinet Secretariat under one roof. This consolidation is expected to improve communication, speed up decision-making, and reduce delays caused by physical separation of offices.

In addition, Kartavya Bhavan 1 and 2 now house several important central ministries. These include Finance, Defence, Health, Education, Agriculture, Law and Justice, and Information and Broadcasting. Having these ministries located close to each other is expected to promote better coordination on policies that often require inter-ministerial cooperation.

Focus on Sustainability and Technology

The new administrative complexes have been built with a strong emphasis on sustainability and modern technology. Both Seva Teerth and the Kartavya Bhavans meet 4-Star GRIHA standards, which focus on environmentally responsible construction and operation. Renewable energy systems, water conservation methods, and advanced waste management solutions have been integrated into the design.

Digitally connected offices allow for seamless communication and data sharing. Centralised reception areas and clearly structured public interface zones make it easier for citizens and visitors to access government services. These features reflect an effort to make governance not only efficient but also more approachable and transparent.

Safety, Security, and Accessibility

Security has been given high priority in the new complexes. A comprehensive framework includes smart access controls, modern surveillance systems, and advanced emergency response infrastructure. These measures ensure a secure working environment for officials while also maintaining accessibility for visitors and the general public.

By combining safety with openness, the Seva Teerth complex aims to balance security needs with democratic values. This approach supports the idea that government spaces should be both protected and welcoming.
