Assam Mission Basundhara 3.0: Over One Lakh Families Receive Land Pattas

Assam Mission Basundhara 3.0 launched by Himanta Biswa Sarma distributes over one lakh land pattas to landless families across Assam.

The Assam government has taken a major step toward resolving long-pending land issues with the launch of Assam Mission Basundhara 3.0. Chief Minister Himanta Biswa Sarma started the distribution of land pattas to more than one lakh indigenous landless families and several public institutions across the state.

The initiative aims to provide legal land ownership to families who have been living without proper land records for many years. By introducing a transparent system, the government hopes to reduce disputes and strengthen land rights in Assam.

Large-Scale Distribution of Land Pattas

The state-level programme was launched at Deuri Beel in Dhemaji district, where the Chief Minister handed over digital land pattas and allotment letters to beneficiaries.

Under Assam Mission Basundhara 3.0, a total of 1,06,905 people received land pattas across the state. Among them, around 44,700 beneficiaries were from Dhemaji district, which was selected for the programme due to the large number of pending land settlements.

This large-scale distribution is expected to give legal ownership rights to thousands of families who previously lacked proper land documentation.

Forest Rights and Land Surveys

Apart from land pattas, the government also granted forest land rights to 538 residents living in the Subansiri and Jiadhal Reserved Forest areas under the Forest Rights Act, 2006.

Land settlement has also been carried out in previously unsurveyed villages. Surveys were completed in many of these areas under the SVAMITVA Scheme, which aims to provide clear property ownership records in rural areas.

These efforts help bring clarity to land records and allow rural families to access financial services like bank loans and institutional credit.

How Mission Basundhara Has Progressed

The Mission Basundhara initiative was originally launched to solve the long-standing problem of disorganised land records in Assam. For many years, thousands of families were unable to prove legal ownership of their land.

Over the past five years, the programme has addressed land-related problems of nearly 10 lakh families.

  • Mission Basundhara 1.0 resolved issues such as conversion of annual pattas into periodic pattas and correction of land records. Around 5.82 lakh families benefited from this phase.
  • Mission Basundhara 2.0 focused on granting land rights to indigenous communities living on government land. Nearly 2.29 lakh families, mainly from Scheduled Caste, Scheduled Tribe and OBC communities, received benefits.

Next Phases and Administrative Development

Assam still has 903 unsurveyed villages, but surveys have already been completed in 769 villages. More than 30,000 families in these areas have received land pattas.

The Chief Minister announced that remaining land-related issues will be addressed under Mission Basundhara 4.0 and 5.0, including settlement for eligible residents in forest villages and further land reclassification.

On the same day, the government also inaugurated a new Integrated District Commissioner’s Office Complex in Dhemaji costing Rs 49 crore, aimed at improving administrative efficiency and public service delivery.

According to the state government, nearly 80 percent of land-related issues in Assam have already been resolved through the Mission Basundhara initiative.
