The study was released by Avtar, a Chennai-based workplace inclusion and diversity firm. Bengaluru Best City for Women 2025: Understanding the Inclusion Framework

The index used a two-pillar framework to assess women’s inclusion. The first pillar, Social Inclusion, looks at the quality of life factors that affect women on a daily basis. These include safety in public spaces, access to healthcare, education opportunities, ease of mobility, and overall liveability.

The second pillar, Industrial Inclusion, focuses on economic participation. It measures access to formal employment, availability of skilling and upskilling opportunities, diversity practices in companies, and the level of women’s participation in the workforce.

Cities that scored well on both pillars were found to offer more stable and sustainable environments for women, especially those looking to build long-term careers while maintaining a good quality of life.

Why Bengaluru Stands Out

Bengaluru’s top ranking as Bengaluru Best City for Women 2025 is largely driven by its strong performance in industrial inclusion. The city has one of the most developed corporate ecosystems in the country, with a high concentration of formal sector jobs. Its global reputation as a technology and innovation hub has created diverse employment opportunities across sectors such as information technology, biotechnology, startups, research, finance, and creative industries.

Many companies in Bengaluru have adopted structured diversity and inclusion policies, flexible work models, and career re-entry programs for women. These practices have helped improve women’s participation at different levels of the workforce, from entry-level roles to leadership positions.

In addition, the city’s strong startup culture has opened new pathways for women entrepreneurs, freelancers, and professionals seeking non-traditional career options.

Social Infrastructure and Urban Life

While Bengaluru led in industrial inclusion, it also showed steady performance in social inclusion indicators. The city offers access to reputed educational institutions, hospitals, and professional training centers. Its public and private transport options, though under pressure from rapid growth, continue to support daily mobility for working women and students.

Residential diversity, cultural openness, and a relatively progressive social environment have also contributed to Bengaluru’s appeal. For many women migrating from different parts of the country, the city provides a sense of acceptance and opportunity that supports both personal and professional growth.

Comparison With Other Top Cities

Chennai, which ranked second overall, scored highest in social inclusion due to stronger public services and safety frameworks. Pune and Hyderabad showed balanced performance across both social and industrial indicators, pointing to consistent progress in women’s workforce participation.

Mumbai, despite its high cost of living, remained in the top five due to its wide range of employment opportunities and established industries. Gurugram, Kolkata, Ahmedabad, Thiruvananthapuram, and Coimbatore also featured in the top ten, highlighting the growing importance of integrated urban planning and inclusive industries.

Regional Trends Across India

The study revealed clear regional patterns. South India recorded the highest average scores across both social and industrial inclusion indicators, followed closely by western India. These regions benefit from stronger industrial bases, better access to education, and more mature urban infrastructure.

Central and eastern regions showed improvement in social inclusion factors such as education and health but lagged in industrial inclusion. This gap points to the need for more formal job creation, corporate investment, and skilling initiatives targeted at women.
