Main Objective: Address as a Service (AaaS)

DHRUVA introduces a new idea called Address as a Service (AaaS). This system will convert traditional physical addresses into secure and verified digital address codes. These digital identifiers will make it easier to enter, verify and use addresses for different purposes. The platform is expected to benefit citizens, government offices and private companies. It will help sectors like logistics, banking, e-commerce, insurance, delivery services and government welfare schemes.

Legal Support: Changes to the Post Office Act, 2023

To make DHRUVA work smoothly, the Department of Posts has created draft amendments to the Post Office Act, 2023. These legal changes will provide official backing for the digital addressing framework. The amendments will define how digital addresses can be created, managed and used. They will also outline the roles and responsibilities of agencies and safeguard user data through rules on consent, privacy and grievance handling.

Key Features of the DHRUVA Ecosystem

The draft proposal lists several important components designed for smooth functioning:

  • Digital Address Identifier (DAI): A unique digital code linked to a person’s verified physical address and postal information.
  • Address Generation System: A method for creating and assigning digital addresses.
  • Address Validation Process: A system for checking and confirming address accuracy.
  • Registered Service Providers: Organisations allowed to generate and manage digital addresses.
  • Address Validation Agencies: Authorised bodies responsible for verifying address details.
  • National Network Administrator: A central authority that will ensure secure functioning, interoperability and standard rules across the system.

DHRUVA is seen as a major step toward a smarter and highly efficient addressing system in India. If implemented successfully, it can improve delivery services, digital access and governance while reducing errors and delays caused by unclear or incorrect physical addresses.
