NH-22 Bihar Upgrade Gets Cabinet Approval the ₹3,590.73 crore upgrade of NH-22 in Bihar, improving connectivity to Sitamarhi and Nepal border.

NH-22 Bihar Upgrade has received approval from the Cabinet Committee on Economic Affairs (CCEA), which cleared the four-laning and improvement of the 82.578-kilometre Muzaffarpur–Sitamarhi–Sonbarsa section of National Highway-22 on August 19, 2026. The project will be developed at an estimated capital cost of ₹3,590.73 crore under the Hybrid Annuity Mode.

The highway will strengthen road connectivity between Muzaffarpur and Sonbarsa near the India-Nepal border, passing through Sitamarhi. The project is expected to improve travel, transport and economic activity across several parts of northern Bihar.

NH-22 Upgrade to Improve Bihar Connectivity

The upgraded corridor will connect Muzaffarpur with Sonbarsa through Sitamarhi and will also serve as an important feeder route to NH-27. Muzaffarpur is an important commercial centre in north Bihar, while the Sonbarsa area provides access towards the Nepal border.

The improved road is expected to make the movement of people and goods smoother. Four-laning will provide additional road capacity and can help reduce congestion as traffic volumes increase.

The project is planned with a maximum design speed of 100 kmph, while the expected average operating speed is around 80 kmph. The highway design will also avoid at-grade median openings, supporting smoother traffic flow along the corridor.

Major Bridges and Flyovers Planned

The NH-22 Bihar Upgrade includes several major engineering structures because the highway passes through areas with rivers, railway lines and busy settlements.

The project will include:

  • Seven major bridges
  • Three railway overbridges
  • Two flyovers
  • A 340-metre bridge over the Bagmati River

The Bagmati is a major river flowing through north Bihar and is known for its perennial flow and flood-prone surroundings. A large bridge over the river will help the upgraded highway maintain better connectivity across the region.

The two proposed flyovers will have lengths of 1,170 metres and 270 metres, respectively. These structures are intended to improve traffic movement and reduce delays at important locations.

Project to Support Industrial and Commercial Activity

The highway corridor passes through several economic centres. The project covers five economic nodes, including four industrial estates and one mega food park.

Improved road infrastructure can make it easier for industries to receive raw materials and transport finished products to markets. Better connectivity can also support local businesses, agriculture-related activities and logistics services.

The corridor’s connection with NH-27 will provide an additional link to the wider national highway network. This can strengthen connections between northern Bihar and other parts of eastern and northern India.

Link with PM GatiShakti

The project is also connected with the PM GatiShakti National Master Plan, the government’s framework for coordinated infrastructure development.

PM GatiShakti aims to improve multimodal connectivity by bringing different infrastructure projects together in a coordinated manner. Roads, railways, ports, airports and other transport systems can be planned with better integration under this approach.

The NH-22 project is therefore expected to contribute not only to road connectivity but also to wider logistics and transport planning in the region.

Better Access to the India-Nepal Border

One of the important features of the project is its connection to Sonbarsa, close to the India-Nepal border. The corridor can improve movement towards the border and strengthen regional connectivity.

Better roads near international border points are important for trade, tourism, transport and movement of local communities. The improved Muzaffarpur–Sitamarhi–Sonbarsa route can provide a stronger road connection between major centres of Bihar and the border region.

Tourism and Cultural Connectivity

The upgraded highway will also improve access to several religious and cultural destinations in the region.

The route provides connectivity to places such as Baba Garibnath Temple, Mata Janki Temple, Janaki Punaura Dham Temple and locations associated with the Buddhist Circuit.

Improved road conditions can make travel to these destinations easier for visitors and local residents. Better connectivity can also support hotels, restaurants, transport operators and other tourism-related businesses.

Hybrid Annuity Mode for Highway Development

The project will be implemented under the Hybrid Annuity Mode (HAM), a public-private partnership model used for highway development in India.

Under this model, the government and private developer share different parts of the project’s financial and development responsibilities. The arrangement is designed to support the construction of major road projects while managing financial risks between the public and private sides.

With an investment of more than ₹3,590 crore, the NH-22 project represents a major infrastructure development for Bihar.

Wider Impact on North Bihar

The NH-22 Bihar Upgrade is expected to improve connectivity across important parts of north Bihar by providing a modern four-lane corridor between Muzaffarpur, Sitamarhi and Sonbarsa.

The combination of new bridges, railway overbridges, flyovers and improved road design is intended to provide smoother traffic movement. Its links with NH-27, industrial areas, the food-processing sector, tourism destinations and the Nepal border could further increase the economic importance of the corridor.

The project adds to the ongoing expansion of road and multimodal infrastructure in Bihar and forms part of broader efforts to improve transport connectivity across the state.
