State governments and Union Territories have been instructed to identify Cleanliness Target Units (CTUs) and achieve 100% clearance of legacy dumpsites.

- Strengthening the coordination between Urban Local Bodies (ULBs) and Panchayati Raj Institutions.
- Promoting the use of the Swachhata App for faster grievance redressal and active citizen participation.
- Encouraging segregation of waste at the source and the recycling of non-biodegradable materials.
