Service Sankalp Campaign Launched
Service Sankalp is a month-long public participation campaign launched in Uttarakhand to encourage people to take part in community service, social activities and development programmes. Chief Minister Pushkar Singh Dhami announced the campaign on September 11, 2026. It will be organised across the state from September 17 to October 17, 2026.
The launch on September 17 is significant because it coincides with the birthday of Prime Minister Narendra Modi. The campaign has been connected with the wider vision of Viksit Bharat 2047, which focuses on India’s development journey towards 2047.
Service Sankalp Focuses on Public Participation
The Service Sankalp campaign has been designed around four broad themes: service, public participation, dialogue and innovation. The programme aims to bring different sections of society together and encourage citizens to contribute to community development.
Students, young people, women, parents, government-scheme beneficiaries, public representatives, social organisations and other citizens will be involved in different activities.
Instead of limiting the campaign to government programmes, the initiative seeks to encourage people to take an active role in local activities. This includes cleanliness drives, tree plantation, educational activities and community interaction.
Eleven Major Programmes
The Uttarakhand government has planned 11 major programmes under the Service Sankalp campaign. These programmes are designed to reach different groups and create opportunities for people to participate in activities at schools, Anganwadi centres and local communities.
Each programme has a specific theme and method of participation. Some activities focus on creativity and education, while others are connected with social service, health and community development.
The campaign is expected to run across all districts of Uttarakhand, making it a state-wide initiative rather than a programme limited to selected cities or areas.
Ashirwad Ka Diya Programme
One of the activities under Service Sankalp is “Ashirwad Ka Diya.” The programme will involve lamp-lighting events as part of the campaign activities.
The activity is intended to encourage public participation and create a common platform where people can come together during the campaign period.
Such community-based events are also aimed at creating a sense of involvement among citizens and connecting local participation with the broader development message of the campaign.
Chitra Seva for Students
Another activity is “Mere Sapno Ka Bharat–Chitra Seva.” It will involve competitions in educational institutions.
Through drawing and creative activities, students will get an opportunity to express their ideas about the India they want to see in the future. The programme connects young people’s creativity with the larger vision of India’s development.
Student participation is an important part of the campaign because young people are expected to play a major role in shaping India’s future.

Namo Seva-Ankahi Kahaniyan
The “Namo Seva-Ankahi Kahaniyan” programme will use school plays to communicate stories and ideas related to public service and development.
School-based performances can provide a simple way to reach students and communities. They can also allow young participants to present real-life experiences and social themes through storytelling.
The programme adds an educational and creative element to the wider Service Sankalp campaign.
Angan Milan Seva
The campaign also includes “Angan Milan Seva,” which will focus on activities at Anganwadi centres.
The programme will highlight issues related to maternal and child health. Anganwadi centres play an important role in providing services related to nutrition, early childhood care and support for mothers and children.
By including Anganwadi centres in the campaign, the government aims to bring community participation closer to families and local health and development activities.
Seva: Mera Yogdan
“Seva: Mera Yogdan” is another important part of the campaign. It will include activities such as tree plantation, cleanliness drives and teaching initiatives.
The programme encourages citizens to make a direct contribution to their communities. Tree plantation can support environmental awareness, while cleanliness activities focus on healthier and cleaner surroundings.
Teaching activities can also allow people to contribute their knowledge and skills to children and other members of the community.
Sharing Stories of Government Schemes
The Service Sankalp campaign will also highlight stories of beneficiaries who have received support through Central and state government schemes.
These stories will focus on changes experienced by individuals and families after receiving government assistance. Presenting such experiences can help communities understand how different welfare and development programmes are being implemented at the local level.
The campaign will use these stories to connect government schemes with real-life experiences in Uttarakhand.
Youth and Women Participation
Youth participation is a major part of Service Sankalp. Young people will be involved in educational, creative and community-based activities during the campaign.
Women will also participate through different programmes, including activities connected with families, health and community development.
The involvement of different sections of society is intended to make the campaign more inclusive and strengthen the role of citizens in local development.
Campaign Across All Districts
The Service Sankalp campaign will be organised in every district of Uttarakhand. District in-charge ministers will participate in the implementation of the programme.
Local-level participation is expected to be an important part of the campaign because many of its activities, including cleanliness drives, tree plantation, school programmes and Anganwadi activities, will take place within communities.
The month-long schedule from September 17 to October 17 provides time for different activities to be organised across the state.
Link With Viksit Bharat 2047
The campaign has been linked with the Viksit Bharat 2047 vision, which looks towards India’s development by the centenary of independence in 2047.
The Uttarakhand government is using the Service Sankalp campaign to connect this long-term national vision with local participation. The focus is on encouraging citizens to contribute through service, innovation, dialogue and community activities.
With programmes involving schools, Anganwadi centres, youth, women and local communities, the campaign is designed to bring the idea of public participation into everyday activities across Uttarakhand.
