In a landmark move, the Tamil Nadu government has signed an agreement with Sarvam AI to establish the country’s first full-stack Sovereign Artificial Intelligence Park. The memorandum of understanding for the Tamil Nadu-Sarvam AI Sovereign Park was signed in the presence of Chief Minister M. K. Stalin, underlining the government’s strong commitment to the project. The state sees sovereign AI as a strategic necessity, especially in a world where data, algorithms, and computing power are becoming key drivers of economic and political influence.
By anchoring AI development within India’s legal and ethical framework, the project seeks to ensure that sensitive data remains protected and that AI systems are accountable and transparent. The park is expected to create over 1,000 high-skilled jobs, offering opportunities for engineers, researchers, data scientists, and policy experts.
This initiative also strengthens India’s national capabilities by reducing dependence on foreign AI platforms and infrastructure. It supports the idea that critical digital technologies should be built and governed within the country, in line with national priorities.

A Dedicated District for Full-Stack AI Development
Unlike conventional technology parks, the Tamil Nadu-Sarvam AI Sovereign Park is planned as a dedicated AI district with a full-stack design. This means that every layer of the AI ecosystem will be developed and managed within a secure and trusted boundary.
The park will host high-performance computing facilities capable of supporting large-scale AI model training. It will also include secure data frameworks to handle sensitive government and citizen data. The Tamil Nadu-Sarvam AI Sovereign Park is expected to support AI applications across multiple sectors. In education, AI tools can help personalise learning and improve access to quality content. IIT Madras Director V. Kamakoti has highlighted the importance of anchoring sovereign AI infrastructure within the state. According to him, this will enable students and researchers to become global creators of AI technologies rather than just users. The proximity of leading academic institutions will help build a strong talent pipeline for the park.
Sarvam AI co-founder Pratyush Kumar has emphasised that the partnership aims to move AI from experimentation to real-world impact. By focusing on practical applications and large-scale deployment, the project seeks to deliver tangible benefits to society.
