Mazagon Dock Plans Raigad Shipyard cluster in Raigad, Maharashtra, with 2 million GT annual capacity.

Mazagon Dock Shipbuilders Ltd (MDL) has announced plans to invest around ₹27,000 crore in a large greenfield shipbuilding cluster at Dighi in Maharashtra’s Raigad district. The announcement was made on September 15, 2026, following a Memorandum of Understanding (MoU) between MDL and National Shipbuilding and Heavy Industries Park Maharashtra Ltd (NSHIPML).

The proposed project is expected to create a major shipbuilding and maritime industrial hub on the Konkan coast. The planned cluster will focus on ship construction, repair and other activities connected with the maritime industry. It is designed to increase India’s shipbuilding capacity and support the development of a larger domestic maritime ecosystem.

Mazagon Dock and the Raigad Project

Mazagon Dock will serve as the anchor shipyard for the proposed Dighi shipbuilding cluster. Under the agreement, MDL plans to develop a shipbuilding capacity of at least 1.2 million Gross Tonnes per year and invest approximately ₹15,000 crore in its part of the project.

The overall cluster is planned to have an annual shipbuilding capacity of at least 2 million Gross Tonnes. This would make the proposed facility a significant addition to India’s shipbuilding infrastructure.

The project is being planned as a greenfield development, meaning it will be built as a new industrial facility rather than being developed from an existing shipyard.

What is a Shipbuilding Cluster?

A shipbuilding cluster is an industrial area where several activities related to ships and maritime services are brought together. These can include ship construction, repair, maintenance, equipment manufacturing and other supporting industries.

Such clusters can help companies work closer to suppliers and service providers. They can also create opportunities for smaller businesses that supply equipment, machinery, engineering services and other materials required by shipyards.

The proposed Dighi cluster is expected to bring several parts of the maritime supply chain together in one location.

₹27,000 Crore Investment Plan

The total investment linked to the proposed cluster is estimated at around ₹27,000 crore. Of this, Mazagon Dock’s proposed investment under the MoU is around ₹15,000 crore.

The large investment reflects the scale of infrastructure required for modern shipbuilding. Large vessels need specialised docks, fabrication facilities, cranes, workshops, storage areas, transport links and other supporting infrastructure.

The project will require significant planning and development before the full capacity becomes operational. The Task Force and other institutions involved will have to work on land, infrastructure, financing, approvals and other project requirements.

Role of NSHIPML

The National Shipbuilding and Heavy Industries Park Maharashtra Ltd, or NSHIPML, has been created as a special-purpose company for the project.

The proposed greenfield shipbuilding cluster is being jointly developed through NSHIPML by the Maharashtra Maritime Board and the Mumbai Port Authority.

A special-purpose company is a separate organisation created for a particular project or purpose. In this case, NSHIPML provides an institutional structure for developing and managing the proposed shipbuilding cluster.

The participation of state and port authorities is expected to support coordination between maritime infrastructure and industrial development.

Why Dighi in Raigad is Important

Dighi is located in Raigad district of Maharashtra, along the Konkan coast. Its coastal location provides access to the Arabian Sea, which is important for a large shipbuilding facility.

A shipyard needs access to the sea for launching and receiving vessels. Coastal industrial locations can also provide connections to ports, shipping routes and other maritime infrastructure.

The development of a large shipbuilding cluster at Dighi could therefore strengthen maritime industrial activity in the region and create new opportunities for supporting industries.

Focus on India’s Shipbuilding Capacity

India has been working to expand its domestic shipbuilding and maritime infrastructure. The sector covers commercial vessels, defence-related ships, repair facilities, marine equipment and other services.

The Mazagon Dock project comes amid wider efforts to strengthen India’s maritime manufacturing capabilities. Increasing domestic shipbuilding capacity can support the development of local suppliers and reduce dependence on overseas facilities for certain maritime requirements.

A larger shipbuilding industry can also create demand for engineering, steel, machinery, electronics, logistics and other industrial services.

Connection with Maritime Amrit Kaal Vision 2047

The Dighi project is aligned with the Centre’s long-term maritime development plans, including the Maritime Amrit Kaal Vision 2047.

The vision focuses on strengthening India’s maritime sector over the coming decades. Areas such as ports, shipping, shipbuilding, logistics and maritime infrastructure are part of the broader development agenda.

The proposed greenfield cluster also connects with the Centre’s Greenfield Shipbuilding Cluster Development Plan, which aims to encourage the creation of modern shipbuilding facilities and stronger maritime industrial ecosystems.

Employment and Industrial Opportunities

The proposed project is expected to generate around 90,000 jobs. Employment could be created directly at the shipbuilding facility as well as indirectly through suppliers, contractors and other businesses.

Shipbuilding requires workers with skills in engineering, welding, fabrication, electrical systems, machinery, design, logistics and maintenance. A large industrial cluster can therefore create opportunities across different skill levels.

The development could also encourage supporting companies to establish operations around the Dighi area, creating a wider industrial network.

Commercial Shipbuilding

The proposed cluster is intended to support the construction of large commercial vessels. Commercial ships are used for transporting goods, energy products and other materials across national and international shipping routes.

Global trade depends heavily on maritime transport, making shipbuilding an important part of the wider logistics system. Increasing India’s ability to build large vessels could strengthen its position in the international maritime industry.

For Mazagon Dock, which already has major experience in ship construction, the proposed investment would expand its presence into a large new industrial facility.

Maharashtra’s Maritime Industrial Growth

The project could also add to Maharashtra’s existing maritime infrastructure. The state has a long coastline and major ports, shipyards and industrial centres.

A large shipbuilding cluster in Raigad could connect manufacturing activity with port infrastructure and shipping networks. It may also create opportunities for local businesses involved in engineering, transportation, construction and marine services.

The project will now move through the required planning, development and implementation stages as the participating organisations work on the proposed facility.

Building a Larger Maritime Ecosystem

The Mazagon Dock project is not limited to constructing ships. The planned cluster is designed as a wider maritime industrial ecosystem where shipbuilding and related activities can develop together.

With an overall planned capacity of at least 2 million Gross Tonnes per year, the Dighi facility could become an important part of India’s future shipbuilding infrastructure. MDL’s proposed 1.2 million Gross Tonnes annual capacity would form a major part of the planned cluster.

The ₹27,000 crore project, along with the proposed ₹15,000 crore investment by Mazagon Dock, represents a large-scale industrial development aimed at expanding India’s shipbuilding and maritime manufacturing capabilities.
