A major discussion on the future of India’s cold water fisheries sector recently took place in Srinagar, held at the Sher-e-Kashmir International Conference Centre. The event, known as the Cold Water Fisheries Conference, was organised by the Department of Fisheries under the Government of India. It brought together policymakers, scientists, industry experts, and people directly involved in fisheries.

The conference was guided by Union Minister Rajiv Ranjan Singh and attended by key leaders like Manoj Sinha and Omar Abdullah. The aim was simple — to find better ways to grow and support this important sector in a sustainable manner.

Why Cold Water Fisheries Matter in India

Cold water fisheries are a special part of India’s fish farming system. These are mainly found in mountain and high-altitude areas where the water remains cool throughout the year. Regions like Jammu and Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Arunachal Pradesh and Sikkim are well known for such fisheries.

These areas include rivers, streams, lakes, and reservoirs that create a perfect environment for cold water fish. More than 270 types of fish species have been identified in these regions. Popular ones include trout and mahseer, which are valued both for food and their role in maintaining nature’s balance.

Cold water fisheries are not just about fish production. They help protect biodiversity, support rural families, and provide healthy food options. Many people living in remote mountain areas depend on this sector for their income and daily needs.

Government Steps to Boost the Sector

The Government of India is actively supporting this sector through schemes like Pradhan Mantri Matsya Sampada Yojana. Under this programme, large investments have been approved to improve fisheries in cold regions.

The focus is on building better hatcheries, improving fish seed and feed systems, and creating modern facilities like raceways. Efforts are also being made to improve cold storage and transport systems so that fish can reach markets faster and stay fresh.

These steps are helping to create a modern system that uses better technology and provides more job opportunities, especially in remote areas.

New Guidelines and Recognition at the Event

During the conference, new “Model Guidelines for the Development of Cold Water Fisheries” were released. These guidelines aim to provide a clear direction for future growth in the sector.

Financial support and benefits were also distributed to fishers, cooperatives, and people using Kisan Credit Cards. Some outstanding Fisheries Farmer Producer Organisations and start-ups from Jammu and Kashmir were recognised and awarded for their good work.

Experts also took part in technical discussions where they shared ideas about research, new technologies, infrastructure development, and business opportunities in fisheries.

Vision for the Future of Cold Water Fisheries

India is working towards a strong future for cold water fisheries with its long-term plan known as the “National Vision for Cold Water Fisheries 2030.” The goal is to increase the production of high-value fish like trout and mahseer while creating more income opportunities for people in mountain regions.

In recent years, trout production has grown steadily. However, India still depends on imports for some premium fish like salmon and trout. To reduce this gap, experts at the conference highlighted the need to increase local production and improve supply systems.

New ideas such as drone-based transport were also discussed. These can help deliver fish quickly in difficult mountain areas and reduce spoilage.

The Cold Water Fisheries Conference showed how important this sector is for India’s future. With strong government support, better technology, and active participation from experts and local communities, cold water fisheries can grow in a sustainable way.
